Correspondence, except for that referred to in § 56, on behalf of ZKP is signed by the President and the Secretary General, or by persons authorized by the Presidium of the Main Management Board. § 56(1). All financial obligations of the Association must be signed by two members of the Main Management Board, including the President of ZKP or the treasurer. Departure from this rule is possible only in the case specified in paragraphs 2 and 3 of this section. 2. All financial obligations of a ZKP branch or section must be signed by the President and the treasurer of the branch (section) management board. This applies to the funds at the disposal of the branch (section) pursuant to § 55. The Presidium of the Main Management Board of ZKP (the management board of a branch possessing legal personality) may authorize other persons to sign the financial obligations of the Association if all of the following conditions are met: 1) the Presidium (the management board of a branch possessing legal personality) specifies the maximum amount up to which the authorized person may incur the financial obligations of ZKP, 2) the Presidium (the management board of a branch possessing legal personality) specifies the substantive scope of such authorization, 3) the authorized person submits to the Presidium (the management board of a branch possessing legal personality) a report on the activities for which that person was authorized, 4) the authorized person assumes financial liability for acting within the authorization of the Presidium of ZKP (the management board of a branch possessing legal personality), 5) the conditions specified in this paragraph in points 1, 2, 3 and 4 shall be set out in the form of an agreement between the Presidium of the Main Management Board of ZKP (the management board of a branch possessing legal personality) and the authorized person.
