Members of the Executive Committee act within the scope of the powers of attorney granted to them by the President of the Federation. The President of the Federation represents it externally. For the legal effectiveness of an act of the Executive Committee, the signature of the President of the Federation is required. For the validity of declarations concerning the Federation's property rights and obligations and the granting of powers of attorney, the signature of the President of the Federation is required.
